APPROVAL OF BYLAWS AMENDMENTS

CALL TO ORDER : Carlos

MEMBERS PRESENT: Carlos, Tom, Brian, Chris and Anthony

NEW BUSINESS: Following presentation of amended bylaws for MECPD as presented by the bylaws committee, a discussion was had by all members. As there are no objections to the amended document as written a vote to approve was called by Tom and seconded by Brian. All approved to accept the amended bylaws. Call to adjourn by Carlos, seconded by Tom. All in favor and meeting adjourned.

Visitors: Jeffery LaCour, eric Jones, Pastor Lynnwood Spell

Opening Prayer: Carlos

Approval of minutes august 2025, Tom stated that he had Contacted Mr. Belton t o Obtain these minutes, Mr. Belton declines t o provide minutes

Open Public Discussion period:

Mr. Spell introduced himself and talked about his new neighborhood Head ministry.

Mr. LaCour stated various positions concerning legal issues between MECA and MECPD as well as between MECA and his previous position as President

Old Business:

Tom reviewed budget numbers from past expenses Sept. 2024 - Sept. 2025.

Total expenditures 71,756.00 estimated current MECPD account is 169,588.00

New Business:

Office elections

Carlos Kerrick Voted in a s president after Tom's motion, Brian's 2'°, vote 5 - 0

Tom Demars Voted in a s Secretary, after Carlos Motion Brian's 2nd. Vote 5-0

Anthony Prest voted as treasurer after Tom's motion; Carlos's 2nª vote 5-0

Tom Demars motion Brian Brousseau i n as Vice-president

Carlos Kerrick 2nd Vote 5 - 0

Brian motions to have all MECPD checks signed by 2 members to be valid.

Carlos's 2nd votes 5-0

Carlos formed a blight committee to make future recommendations t o handle

Blight problems in Melrose East committee members will be Carlos, Chris, Anthony, and Brian.

Carlos formed a bylaws Committee to reform / amend current bylaws

Member will be Tom, Brian and Carlos

Motion b y Brian to accept security accountability proposal previously

Drafted by crime committee 2nd by Tom voted 5-0

Brian discussed accountant hiring for groups, everyone agreed to allow Brian to interview candidates for this position.

Motion by tom, 2nd by Brian, to approve accountant position and budget submission by email Voted 5 - 0

Motion By Brian, 2nd by Tom, to select Tommy Gildersleeve as new MECPD attorney. Voted 5 - 0

Motion b y Tom, 2nd by Anthony to continue independent contractual agreement with Erick Jones for Blight management at the rate of 300.00/week. Voted 5 - 0

Motion to Approve initial budget o f 500.00 to start MECPD website b y Tom, 2nd by Brian. Voted 5-0, Carlos will begin this project.

Carlos set up communications committee with members to be tom, Carlos and Brian.

Brian made motion t o hire James Christler, BRPD, a s new private police patrol çoordinator, 2nd by tom. Voted 5-0

Tom Made motion to allow 25 hours per week patrol time for the first 2 weeks,

with adjustments to be made after that b y email vote, Brian 2nd . Voted 5-0

Tom made motion 2nd by Brian, to adopt following resolution Be it resolved,

that the MECPD board members, acting alone, is authorized to sigh any and all checks, drafts, loans, or other orders for the payment o f money, notes, or other evidence of indebtedness on behalf o f the MECPD : Brian Brousseau,

Thomas DeMars, Carlos Kerrick, Sr, Anthony Prest, Cristopher Johnson.

Be it Resolved, the MECPD authorizes all banks and financial institutions that and third parties t o rely on the signatures Brian Brousseau, Thomas DeMars,

Carlos Kerrick, Sr,. Anthony Prest, and/ or Cristopher Johnson, each acting alone, for all purposes in opening and maintaining MECD accounts and authorizing payments to and from same. Voted 5-0

Public Comment period: trash Proposal blight proposals and MECA / MECPD

Membership issues discussed by Jeffrey. Jeffrey concerned about possible conflict of interest for tommy Gildersleeve t o represent both Brian and MECPD a s legal counsel.
